Kherson Region After the Destruction of the Kakhovka Hydroelectric Power Plant and Occupation: Caritas Assesses the Needs of Affected Communities
In August 2025, our team carried out a field visit to the Kherson region to assess people’s needs and identify priorities for humanitarian response.
Kherson remains one of the most heavily affected regions, facing severe challenges every day. Widespread destruction — including agricultural machinery — ongoing shelling, and heavily mined territories continue to endanger lives. This year, the situation has been further aggravated by drought and crop failure.
Following the destruction of the Kakhovka Hydroelectric Power Plant, groundwater levels have dropped significantly, and previously installed wells are no longer able to provide sufficient water.

“The water is murky — it cannot even be used for washing, let alone drinking. This creates enormous costs for communities and becomes a matter of survival,”
— emphasized Ihor Makar, Director of Caritas Kherson.
Ensuring people’s access to safe drinking water remains one of the organization’s key priorities within the WASH initiative.
We plan to implement sustainable solutions, such as the restoration of wells, installation of modern water filtration systems, and expansion of humanitarian assistance — forming the foundation for rebuilding life in Kherson communities.
